Implementing Transit Oriented Development (TOD) in Indian Cities - Learnings and Challenges

Transit Oriented Development (TOD) results in the creation of compact, walkable and liveable communities with access to amenities built around high quality mass transit stations. However, the discourse around TODs in India has been more of that on densification and value capture approachs, which though necessary, do not complete the TOD conversation in the Indian context. One of the major challenges has been and remains the ‘implementation’ of a TOD. In this webinar Mr. Todd Litman, Founder and Executive Director of the Victoria Transport Policy Institute, joined us to present some of his work and research towards implementing TOD in developing countries. EMBARQ India's Himadri Das, Project Manager, Urban Development and Accessibility & Lubaina Rangwala, Senior Associate, Urban Development and Accessibility, highlighted gaps and challenges within the implementation frameworks in Indian cities, and facilitated a discussion around the following key questions:

  • How to design and implement TOD projects in a developing country context such as India?
  • How do TOD projects in the developing world differ from those in the West, and what are some existing policies that encourage these projects?
  • How can one address the issue of equity in TOD?
  • What roles can non-governmental and private organizations play in the design and implementation of TOD projects?
  • What are the possible sources of funding for TOD projects in a developing country context such as India?
